EEUU: Cement Industry Expects Slow Economic Recovery to Hold Down Consumption Growth

The economic momentum that was gathering steam early in the year has dissipated to a large extent and along with it the potential for an increase in cement consumption in 2010, according the most recent economic forecast from the Portland Cement Association (PCA).
In 2010, PCA anticipates nearly flat growth, with a 0.3 percent increase in consumption.  Although this will be followed by small increases of 1.4 percent in 2011 and 4 percent in 2012, a period of sustained growth is forecasted for 2013 and beyond.
"Unfortunately, future gains in construction activity are dictated by labor conditions today," Edward Sullivan, PCA chief economist said. "Slow job growth leads to slower home purchases and start activity, it undermines the speed at which state deficits can heal impacting public construction, and implies low occupancy rates for the non-residential market."
While small percentage gains could characterize each of these segments during the next two years, substantive cement consumption volume gains are unlikely to materialize in until 2013. This implies a phase of cement consumption reflecting only modest growth for the near term.

CHINA: China Shuangji Cement, Ltd. Raises Approximately $600,000 in Private Placement Financings


Company to Use Proceeds for General Corporate Purposes and Growth Initiatives


ZHAOYUAN CITY  /PRNewswire via COMTEX/ -- China Shuangji Cement, Ltd.(CSGJ 0.63, -0.06, -8.70%) ("China Shuangji" or the "Company"), a leading producer of high-quality Portland cement in Shandong and Hainan Provinces in the People's Republic of China (PRC), today announced today that it had closed on two private placement agreements to sell 1,578,948 shares of its series A convertible preferred stock with attached warrants to purchase an aggregate of 1,578,948 shares of its common stock, for aggregate gross proceeds of $600,000.

The offering was completed with two investors in two private placement transactions in reliance upon exemptions from registration pursuant to, Regulation S, Rule 506 promulgated under Regulation D, and Section 4(2) under the Securities Act of 1933. The offering closed on November 2, 2010. China Shuangji intends to use the net proceeds from the offering for general corporate purposes and to fund its growth initiatives. The company was in discussions with the main investor for many months, and much of this investor's efforts took place when the stock was close to and even below the price of the investment.

The Series A Preferred Stock pays annual 10% dividends on a quarterly basis, with the initial year of dividends paid in advance on closing date, and shall not have any voting rights except as required by law. The warrants issued in the private placement transactions are exercisable for a period of five years from the date of issuance at an initial exercise price of $0.418. Both the conversion price of the Series A Preferred Stock and the exercise price of the warrants are subject to customary adjustments provisions for stock splits, stock dividends, and recapitalizations.

AFRICA: Portland Cement mulls selling part of Zim stake

Pretoria Portland Cement, southern Africa’s biggest cement maker, said it will consider selling part of its stake in its Zimbabwe unit to comply with the indigenisation and empowerment law.

The Government published regulations early this year which seek to compel foreign-owned companies with value exceeding US$500 000 to sell at least 51 percent to indigenous people.

Chief executive Mr Paul Stuiver told Reuters that the group was considering selling a stake in PPC Zimbabwe to black investors to comply with indigenisation and empowerment laws but only if the transaction made commercial sense.

On the other hand, Chamber of Mines president Mr Victor Gapare said the mining industry would give priority to local suppliers of mining consumables to support the Government’ indigenisation and economic empowerment initiative. He, however, said local procurement should contribute to part of the empowerment threshold of 51 percent.

Mr Gapare was addressing a joint suppliers and purchases committee workshop yesterday, aimed at strengthening between the mining firms and local suppliers. 

The workshop was held under the theme "Empowerment through local procurement in the mining sector". 

"The Government is currently in the process of implementing the indigenisation and economic empowerment initiative. 

"The Chamber strongly believes indigenisation and economic empowerment can be achieved through local procurement. 

"As part of the empowerment strategy, the Chamber of Mines has proposed that local procurement could be counted as equity equivalent and contribute to the global empowerment threshold of 51 percent," said Mr Gapare.

During the workshop, five mining houses presented their procurement requirements and processes. 

Mr Gapare said the mining industry spent US$150 million last year on local supplies and the figure is expected to double this year.

A recent survey by the Chamber of Mines revealed that the local mining sector, which is expected to grow by 44 percent next year, requires between US$3 billion and US$5 billion over the next five years to operate at optimal levels.

"Zimbabwean supplies should gear themselves to be in the pole position to get the bulk of this spending," added Mr Gapare.

He said it was previously fashionable for mining companies to reject products by local supplies, as they did not meet minimum standards but this had since changed.

"Today, this excuse is no longer acceptable, local procurement is the way to go," said Mr Gapare.

He said the chamber was eager to see more people being empowered through various supply contracts from mining companies.

He, however, reminded local suppliers that supporting them did not mean accepting poor quality products and inflated prices.

"This is not about value transfer, its about mutual benefit. We are all in business to make money and if your products makes the mine go broke, the mine is not going to buy from you."

CHILE: ¿Boom en la construcción? El sector más rezagado de la economía anticipa un fuerte repunte en 2011

Las ventas de viviendas, las inversiones productivas, las obras de reconstrucción y las nuevas concesiones, son parte de su positivo panorama para el año entrante. Si los pronósticos se cumplen, el próximo año el sector crecerá otro 10%, lejos de la caída de 5,2% de 2009.


SI los cálculos no fallan, este año la construcción -uno de los sectores rezagados de la economía poscrisis- terminará con una expansión de 9% a 10%, bien lejos de la caída de 5,2% de 2009. Para 2011 en tanto, otro crecimiento del 10% es perfectamente posible, estima el experto de Gemines, Tomás Izquierdo. 

Por eso, las principales firmas del sector comienzan a mirar el próximo año con entusiasmo. Y sus razones tienen. La reactivación y el retorno de la confianza elevarán las ventas inmobiliarias, mientras la aparición de más proyectos de desarrollo, en la minería y en la industria eléctrica, inyectará dinamismo adicional. Las obras de reconstrucción posterremoto, por su parte, y la baja base de comparación, aportarán su cuota a este favorable clima de negocios. 

En concreto, la inversión esperada en infraestructura productiva, de US$ 72.234 millones para el período 2010-2014, comenzará a materializarse en 2011, debido al rezago provocado por la catástrofe del 27 de febrero pasado. Al mismo tiempo, la inversión en concesiones 2010-2013 llegará a US$ 5.980 millones. Buena parte de ello se concretará el año que viene.

A nivel privado, los empresarios del sector han dejado ver su optimismo. "Las expectativas son buenas. Sólo en 2010, considerando la salida de la crisis y el terremoto, el sector de infraestructura productiva crecerá un 14%", destaca Javier Hurtado, gerente de Estudios de la Cámara Chilena de la Construcción.

Del 100% de la inversión en construcción, 27% va a vivienda, 20% a infraestructura pública y 53% a infraestructura productiva. En esta última área, la idea de que 2011 será muy bueno parece estar instalada. Víctor Bezanilla, presidente de Besalco -una de las mayores constructoras del mercado- dice que el grupo tiene "fundadas razones para estar optimista respecto del próximo año y de los que siguen. No sé ponderar si será de los mejores de la industria, pero sí creemos que habrá inversión y trabajo en el sector". 

En la industria cementera hay expectación. "Sabemos que viene un aumento fuerte de la demanda. Obviamente que los próximos trimestres van a ser mejores que los anteriores... Pero faltan las obras públicas, que son las grandes consumidoras de cemento. Estamos esperando eso", afirma Hans Walter Stein von Unger, director de Cementos Bío-Bío.

"La construcción de mini centrales hidroeléctricas, sumada a proyectos en la agroindustria, en particular en el área de viñas y de aceites de oliva, junto a la reactivación de proyectos, como el de Agrosuper, en Huasco, III Región, configuran un escenario de mayor actividad para las empresas constructoras", delinea un director de empresas.

José Miguel Sciaraffia, socio de la Constructora S y S, agrega otro punto: la zona norte ha tenido un dinamismo propio y no supo de crisis. Tampoco de los efectos del terremoto. En la I Región se anticipa una inversión minera de US$ 6.000 millones, vinculada a Teck (Quebrada Blanca), y entre las regiones I y IV se esperan inversiones mineras por un monto de US$ 40.000 millones. "Buena parte de ellos va a construcción y también impactan positivamente en el sector", resalta el ejecutivo.

Eso ya se nota. "Tenemos un trabajo tremendo, estamos llenos de proyectos. Hay un dinamismo no visto en muchos años", revela Aníbal Montero, vicepresidente de Salfacorp, uno de los grandes grupos de la industria. En una exposición a inversionistas, la firma dijo que en el área de ingeniería y construcción tiene proyectos presentados en Chile por US$ 1.214 millones y propuestas en análisis por US$ 1.320 millones.

DINAMISMO INMOBILIARIO

Según Tomás Izquierdo, el área de la construcción inmobiliaria representa el 45% del PIB de la construcción. 

¿Qué pasará en el sector inmobiliario? Mauricio Varela, gerente general de Socovesa, estima que a medida que la economía consolide un crecimiento en torno al 6% en 2011, el negocio se ve alentador, en especial en el sector residencial. Coincide el presidente de Inmobiliaria Aconcagua, Cristián Alliende. Las variables determinantes, explica, se ven favorables: crecimiento del ingreso y del PIB, buen acceso a financiamiento a tasas competitivas, baja del desempleo y expectativas de los consumidores mejorando.

Para Alejandro Magni, gerente general de Praderas, del grupo Hurtado Vicuña, el retraso que se advierte hoy en materia de inversiones, ventas en viviendas y necesidades en infraestructura, tras el terremoto, cambiará. "En vivienda, esos rezagos han acumulado una demanda que deberá ser satisfecha en los próximos meses. La fuerte caída en los permisos de edificación del primer semestre de este año ya se está revirtiendo desde julio y se verá reforzada en los próximos meses, aunque aún hay nichos con baja demanda como las viviendas medias", explica.

En septiembre los permisos de edificación para viviendas nuevas aumentaron 6,9% frente al mes anterior, y 20% para ampliaciones habitacionales, según el INE. "Creemos que el mercado de venta de viviendas nuevas va a tener un crecimiento tendencial de 10% anual en los años siguientes, si es que el PIB crece entre 5,5% y 6% anual, y se mantienen relativamente bajas las tasas hipotecarias. Eso puede llevar el mercado de viviendas nuevas a un tamaño de US$ 7.000 millones a US$ 8.000 millones en algunos años", estima Alliende.

Varela, de Socovesa, es optimista: "Ya este año ha sido de muy buen crecimiento en las ventas inmobiliarias y esperamos que continúe y se incremente en 2011. Los fundamentos detrás de esto son la recuperación de la economía chilena y la fortaleza de los proyectos de casas y departamentos de Socovesa; de Almagro en el segmento medio y medio alto; y de Pilares en el segmento medio bajo".

Pero el dinamismo que se ve hacia el próximo año estará dado por el segmento privado. Según el ejecutivo, en el área de vivienda privada en Iquique y Antofagasta se prospecta una gran expansión, especialmente en la primera ciudad. En Iquique la expansión se centra en la zona sur: el sector de Tres Islas añadirá 20 hectáreas nuevas al casco urbano. En Antofagasta el crecimiento está dado por la zona norte, en particular el área de La Chimba. 

Magni prevé que la Región Metropolitana, dados los déficit acumulados, será la más dinámica. También que la reconstrucción por el terremoto focalizará importantes recursos en la VII y VIII regiones.

LOS PROYECTOS EN CARPETA

Bezanilla destaca que Besalco ha tenido un crecimiento sostenido durante el último tiempo y que espera mantener ese rumbo. "El país va a crecer en su conjunto y todas las regiones deberían afectarse positivamente. La inversión de 2011 aún no la tenemos definida, pero sí contamos con los recursos y la voluntad de participar en varios proyectos, tanto propios como para terceros", dice.

Magni explica que, en el caso de su firma, el crecimiento dependerá de si se aprueba su proyecto clave, Praderas, en la comuna de Pudahuel. Se trata de un Proyecto con Desarrollo Urbano Condicionado (PDUC), un complejo habitacional de 20.000 viviendas en el largo plazo.

En cuanto a Socovesa, su área de ingeniería y construcción está inmersa en un plan de desarrollo estratégico de mediano plazo que debiera llevarla a superar los seis millones de UF de facturación en los próximos años. Mientras, en el negocio residencial potenciará todos los proyectos sobre 2.000 UF de precio de venta. "Entre 1.000 y 2.000 UF todavía no vemos al mercado muy recuperado, no obstante esperamos que las mejores condiciones económicas afecten positivamente la demanda por vivienda. Si esto es así, estamos preparados para iniciar diversos proyectos a lo largo de todo Chile", agrega.

Alliende, en tanto, dice que la firma espera elevar su participación de mercado desde 8% a 10% a 2015, "lo que se sustenta por el lanzamiento de nuevos proyectos y la incorporación a zonas y mercados en los que no tenemos presencia". También que están interesados en el mercado de oficinas: "Es posible que impulsemos algún proyecto", comenta. ¿Dónde se concentrarán? En los segmentos de precio medio-alto y con más fuerza en la Región Metropolitana y en la zona norte.



DUDAS POR VIVIENDA SOCIAL Y LA POLITICA DE SUBSIDIOS

Constructoras del área de la vivienda social coinciden en que se advierten dificultades. Dicen que el actual gobierno ha destinado el 50% de los recursos del área a reconstrucción y sólo la mitad ha ido a subsidios. A nivel general, el gasto en vivienda social no ha aumentado, cuando la expectativa era que iba a incrementarse en la administración de Piñera. Ahora bien, el cambio en la política de subsidios puede ser positivo, según su implementación. "Si se hace en dos o tres meses más, estaríamos construyendo en el primer semestre de 2011", afirman. Según datos sectoriales, la vivienda social representa el 10% de la inversión, pero hasta un tercio de la mano de obra .

"El dinamismo que viene en 2011 es por la vivienda privada, porque en vivienda pública aún hay incertidumbre y el gobierno no ha mostrado todas sus cartas", señala José Miguel Sciaraffia. Alejandro Magni, sin embargo, dice que si se resuelven algunos cuellos de botella, la vivienda social será una fuente de inversión y dinamismo relevante. "Pero será necesario analizar con detenimiento los cambios en el sistema de subsidios", afirma.

When asked why the price of cement is high, he said that the price of cement is determined by many factors which the company alone cannot control. He cited infrastructural deficiency as one of factors and the deterioration of Nigerian road network system and insecurity amongst other factors as the reason.But in all,he urged government to create enabling environment and policies that will cause economic growth and development.
