ESPAÑA: Subida importante del consumo de cemento en el mes de abril

La patronal del sector del cemento Oficemen publicó ayer que el consumo de este producto creció un 13,3% el pasado mes de abril en tasa interanual, hasta las 961.712 toneladas, lo que supone encadenar ocho meses consecutivos de aumento interanual en la demanda de este material de construcción. 

En el conjunto del primer cuatrimestre (4M2015), señala Link Análisis, el consumo de este material de construcción aumentó el 9,7%, hasta los 3,51 millones de toneladas. Además, en los últimos doce meses (mayo 2014-abril 2015) el consumo de cemento aumentó el 4,6% en comparación con el mismo periodo precedente, siendo éste su primer incremento interanual en doce meses desde abril de 2007.

LEBANON: Makari s’insurge contre un accroissement de l’activité de la Cimenterie nationale

Le vice-président de la Chambre et député du Koura, Farid Makari, est monté au créneau hier pour protester contre la pollution environnementale de la ville de Chekka, intervenant auprès du Premier ministre Tammam Salam pour qu'il ne cède pas à la demande d'autorisation de la Cimenterie nationale d'accroître sa production.

Reçu par le Premier ministre, en présence du ministre de l'Environnement, Mohammad Machnouk, et du ministre de l'Industrie, Hussein Hajj Hassan, le député était accompagné du président de la Fédération des municipalités du Koura, Karim Abou Karim, et de présidents de municipalités des localités victimes de l'activité de l'usine de ciment.

Au terme de la visite, Farid Makari a mis en garde contre une augmentation de la production des usines et des carrières de la Cimenterie nationale « qui provoquerait encore plus d'émanations de particules et de coulées de boues, et davantage d'intoxications et de maladies mortelles », indiquant que « le taux annuel de mortalité dans la région de Chekka est actuellement supérieur de près de trois fois à celui de la moyenne nationale ».
Le vice-président de la Chambre a également exigé qu'en cas d'un éventuel accroissement de l'activité de la Cimenterie nationale, « il soit remédié préalablement à la situation déplorable actuelle, au moyen de la mise en place de filtres et de fours modernes, et à travers un changement des critères environnementaux dans le sens d'une mise en conformité avec les nouveaux standards internationaux ».

GREECE: TITAN GROUP CEMENT

Titan Group, the Greek cement and building materials producer, is proceeding with plans to increase its solid fuels usage at 3Q15, as the gas shortages experienced in Egypt throughout 2014 are expected to continue in 2015. This investment program will likely lead to a greater proportion of coal in the group's fuel mix and hence reducing costs and the risk of plants being idled for lack of fuel. 

Plant utilization in the country fell to 50.0% of capacity in 2014 as gas shortages curtailed production. Reductions in operating costs and increased utilization should be positive for group EBITDA margins which fell to 8.19% for 1Q15 down from 12.1% over the same period last year. 

Titan is likely to benefit from its strong position in key U.S. markets, with the country’s group EBITDA contribution rising to 29.4% for LTM 1Q15 up EUR 4.87m from 25.6% at FY14 as the country’s broader economic recovery continues. The Portland Cement Authority are forecasting an 8.00% increase for U.S. cement consumption in 2015 and 2016.

NIGERIA: Unicem to Suffer N9bn Losses

The management of United Cement Company of Nigeria (UniCem) has disclosed that the firm will suffer losses totalling N9 billion in 2015 due to the economic downturn currently affecting Nigeria, culminating in the devaluation of the Naira.

Managing Director (MD) of UniCem, Olivier Lenoir, stated this at the weekend while fielding questions from journalists on the progress so far made on the ongoing N84 billion second production line project of the company known as Line II.

“The devaluation of the Naira impacts negatively on our business because most our transactions like procurement of spares and materials, payment of some of contractors (Macmahon and CBMI), energy cost and servicing of foreign creditors are basically dollar denominated. Cumulatively, we will have a revenue loss of N9bn in 2015 due the devaluation of the Naira", he said.
He said the construction of Line II project at Mfamosing, Akamkpa. Local Government Area, Cross River State wasvon course and would provide employment for hundreds of workers.

Lenoir said: “As you may have seen from the presentation earlier, this project will at peak employ a total manpower of 1915. At this moment the manpower working in the project is 1290. The operations will determine what the manpower need will be when we handover the project”.

On the level of work done so far since the ground breaking ceremony of the Line II project, Lenoir said: "The actual progress on extension of the Captive Power Plant (CPP) is 85 percent, and for the civil construction of the 2nd line it is 38 percent.”

He said the expansion of the power plant and construction of the Line II are progressing as scheduled.

The MD said the major challenges in this project are: Non-technical, which include high level of malaria infection; heavy rain falls; customs clearance.
Lenoir said despite these hitches, UniCem is optimistic that the project would be completed on schedule.

He said the projection for the completion of work on the Line II, which include the Clinker NOCP (normal operation condition period) is September ,2016, which the completion of the Cement NOCP(Normal operation condition period) is projected December ,2016.

Furthermore he said, the completion of the “extension of the captive power plant- end of performance test” is set for September, 2015 and “provisional acceptance of power plant- October, 2015.”

Explaining the essence of the second production line, Lenoir said: “Ordinarily, yes it should translate to more supply which should bring down the retail selling price following the basic economic principle of Demand and Supply. However, other cost-push variables are not constant nor reducing e.g. energy cost, distribution cost including taxes and other environmental factors like road infrastructure. What is key in driving down retail selling price is reduction in cost of production and distribution which the government can do by creating of enabling environment like provision of basic infrastructure. We hope the incoming government will look into this by addressing the current road infrastructure concerns.”

He said though the standardisation policy for cement production was yet to be implemented; UniCem produces and sell cement products that conform to applicable standards in Nigeria.

“All our products are in compliance with regulatory standards. We went to offer production and services that satisfy customers’ needs,” he said.

According to him, "the review in scope of the project, challenging alignment of the road due to vast swamp and limestone rocks deposit on the right of way and Inclement weather due to excessive rainfall experienced in Cross River State have been the major limitations to early completion of this project."

He stated that there are two bridges on the entire stretch of the road; one of 30metres length, across Etamkpini River at km 13.5 and another of 105metre length, across great Qua River at the border of Ebereka and Etamkpini at Km. 9.6 .

Lenoir said: " in all we have over 80 numbers of box and pipe culverts across the 20 kilometre Evacuation road. These are conceived to give the road the desired stability in view of the terrain".

MOROCCO: LE SECTEUR AMORCE UNE LÉGÈRE REPRISE

Les cimentiers retrouvent peu à peu le sourire. En effet, la corporation des cimentiers a enregistré, fin avril, une reprise des commandes de l’ordre de 3,35%, correspondant à 1,4% sur le cumul.

Il a suffi d’un mois pour rattraper, en termes de consommation du ciment, le gap des trois premiers mois de l’année, nous apprend L’Economiste dans sa livraison de ce mardi 19 mai. Il faut dire que la consommation s’est établie à 1,38 million de tonnes contre 1,33 million de tonnes pour la même période en 2014. Cette évolution, apparemment timide, a pourtant impacté positivement sur le cumul qui est passé de 4,8 millions de tonnes en 2014 à 4,9 millions de tonnes en 2015. Toutefois, en dépit de cette accélération, la plupart des professionnels tablent sur une baisse de 2% à fin 2015. Le journal souligne ainsi, à ce propos, que le marché du ciment a été marqué, depuis le début de l’année, par une volatilité des résultats. Aussi, le cumul des ventes en volume est passé de 5,61% en janvier à 2,42% en février, pour chuter à 0,59% en mars et finalement s’établir à 3,35% fin avril. Pour L’Économiste, cette amélioration s’explique en partie par la bonne tenue de la consommation au niveau régional. Ainsi, pour plus de détails, la région d'Oued Eddahab a enregistré un regain d’activité de 49,05% à fin avril, suivie de Doukkala-Abda avec une variation de 41,23% ou encore de Gharb-Cherarda-BHssen qui a connu une amélioration de 20,26%.

«Ces bonnes performances s’expliquent par la reconstruction en cours, suite aux dégâts engendrés par les intempéries de fin 2014», souligne un opérateur. Des régions connues pour être traditionnellement de grandes consommatrices de ciment comme le Grand Casablanca (-5,16%) ou encore la région Rabat-Salé-Zemmour-Zaer (-3,43%) sont, cependant, en perte de vitesse. Par contre, la région Tanger-Tétouan a enregistré une légère hausse de 8,25%, suivie de Marrakech-Tensift-Haouz (3,41%). Selon L’Économiste, cette stagnation s’explique par le gel des mises en chantiers au niveau de l’autoconstruction et de l’octroi des crédits bancaires. Les opérateurs pointent également du doigt un autre facteur aggravant, à savoir l’état des grands groupes immobiliers. A cela s’ajoutent les retards de paiement dont pâtissent les fournisseurs. Et le journal de rappeler que le ralentissement qu’accuse l’activité depuis trois ans est accentué par la baisse des mises en chantier du secteur résidentiel, baisse estimée à -8% en 2014, ou encore par la stagnation du secteur du BTP qui n’a connu qu’une légère croissance de 0,8%.

SOUTH AFRICA: PPC Earnings Decrease 38% as South African Cement Prices Fall

PPC Ltd., South Africa’s largest cement maker, said first-half profit declined 38 percent as domestic prices for the building material fell.

Earnings per share before one-time items dropped to 0.60 rand ($0.05) in the six months through March from 0.96 rand a year earlier, the Johannesburg-based company said in a statement on Tuesday. Sales advanced 9.2 percent to 4.5 billion rand.

“Cement selling prices declined in South Africa and Botswana while limited growth was recorded in other territories,” the company said in the statement. “The delivery of the expansion projects remains a critical focus.”


Chief Executive Officer Darryll Castle, appointed in December, is working to reduce costs as the company expands in Africa to offset sluggish demand in its home market. PPC is building new plants in the Democratic Republic of Congo, Rwanda, Zimbabwe and Ethiopia, and has a target of 40 percent of sales from outside of South Africa by 2017.

PPC has begun a performance-improvement program aimed at increasing sales and reducing costs in order to boost profit by 400 million rand, it said. The first-half divided was reduced to 0.24 rand a share from 0.38 rand.

The past year for PPC has been turbulent, after its previous CEO resigned amid differences with other executives that turned into a protracted public dispute and resulted in a shake-up of the board. The company also held merger talks with fellow South African cement producer AfriSam Group (Pty) Ltd. before negotiations were called off in March.

The turmoil has been reflected in PPC’s shares. The company has dropped 36 percent in Johannesburg this year, the fourth-worst performer on the 170-member FTSE/JSE Africa All-Share Index.

BOLIVIA: Soboce anuncia una inversión de $us 200 millones en tres años

La Sociedad Boliviana de Cemento (Soboce) anunció una inversión superior a los 200 millones de dólares para los siguientes tres años.
 
Los recursos se destinarán a la construcción de una nueva planta en Santa Cruz y las ampliaciones de las demás plantas, informó el gerente nacional de Comercialización de la cementera, Marcos López.
"Los próximos tres años se estima invertir más de 200 millones de dólares. Principalmente será en ampliaciones”, afirmó.

La planta Yacuses de Santa Cruz actualmente está en etapa de verificación del suministro de gas; ya se cuenta con el terreno y se espera que en 2018 entre en operaciones. Su producción será de 860.000 toneladas al año
La oferta actual de Soboce es de 1,6 millones de bolsas al año.

También están previstas las ampliaciones de las plantas de Viacha, de Emisa en Oruro y de El Puente en Tarija.
Según López, en los últimos años la demanda del insumo subió en un 10%, impulsada, principalmente, por la inversión pública y privada y los créditos de vivienda con interés social.

Pese al incremento del 4,5% en el precio de la bolsa de cemento las ventas de Soboce no mermaron y mantienen una estabilidad. Hasta fin de año se prevé un crecimiento de 18% en ventas.

Incremento en los precios

Página Siete hizo una verificación del precio de la bolsa de cemento en diferentes ferreterías de la ciudad, donde constató que en algunos negocios está por encima de los 58 bolivianos.

López aclaró que la cementera no puede controlar ni regular el alza. Sin embargo, luego de una supervisión a ferreterías de las ciudades de La Paz y El Alto se confirmó que en los lugares alejados y en la zona Sur se comercializa hasta en 59 bolivianos, pero en la mayoría está a 58 bolivianos. Además en las seis agencias de Soboce en Viacha, El Alto y La Paz el precio final al consumidor es de 58 bolivianos, complementó el ejecutivo.
Para López la incidencia, por el incremento de la bolsa de cemento en un 4,5%, sólo tendrá un impacto de 0,37% en los costos de la construcción. 

El presidente del Colegio de Arquitectos, Wállter Hoz de Vila, admitió que el nuevo precio influirá en las edificaciones, pero el efecto será "mínimo” por lo que no generará una alza en cadena de los demás materiales de construcción.

BRAZIL: Vendas da Cimpor baixam 5,3% e volume de negócios sobe

Quando considerado o volume de cimento e clínquer comercializado pela Cimpor no primeiro trimestre, Argentina e Portugal, segundo e terceiro mercados, respectivamente, deram os principais contributos à cimenteira, com subidas de 6,1% e 3,2%, mostra o comunicado da companhia revelado nesta quinta-feira. Os prejuízos agravaram-se nos primeiros três meses, passando de 10,8 milhões de euros, em Março de 2014, para 17,2 milhões em Março deste ano.

O grande travão para os resultados da Cimpor veio do principal contribuidor para as vendas, o Brasil, seguido do Egipto, quarto maior mercado, com quedas acima dos 12%, cada, o que baixou o volume total consolidado das operações para 6,793 milhões de toneladas. Valor abaixo dos 7,171 milhões transaccionados no período homólogo de 2014, representando uma quebra de 5,3% no volume de vendas de clínquer e cimento.

Melhor esteve o volume de negócios, a crescer 7,4%, para 636,6 milhões de euros, alicerçado no aumento generalizado dos preços médios. Apesar disso, o Ebitda acumulado caiu 7,2%, para 123,4 milhões de euros, resultando numa margem de 19,4%, "referência entre principais cimenteiras de perfil internacional", lê-se no comunicado da Cimpor.

A cimenteira refere a subida do mercado português, "após um longo período de decréscimo no consumo", destacando o crescimento da procura no mercado interno, ao mesmo tempo que manteve a capacidade exportadora. Na Argentina, onde confirmou a liderança, segundo os dados por si revelados, o mercado superou as expectativas.

Já no Brasil, "contracção da economia" e "constrangimentos hídricos" reflectiram-se, segundo o comunicado da empresa detida pela Camargo Correa, no mercado da construção e na procura de cimento. O aumento do preço da energia afectou o Ebitda, assinala a Cimpor.

O activo está nos 6.779 milhões de euros, enquanto a dívida líquida ascende a 3.522 milhões. A Cimpor destaca ainda a ajuda dada pelas alterações cambiais.

ZAMBIA: AMBEZI PORTLAND CAUTIONS MAHTANI

ZAMBEZI Portland Cement (ZPC) management has cautioned business executive Rajan Mahtani and his group against dragging President Edgar Lungu and the Zambian Government into the perceived ownership wrangles at the cement company.

Meanwhile, the company has dismissed, as unfounded, allegations by Bishop John Mambo that workers at the cement-manufacturing firm are subjected to inhumane body searches.

“We would also like to request Bishop Mambo to leave the President of the Republic of Zambia Mr Edgar Lungu and the Government out of the ownership dispute of the company between us and Dr Mahtani,” the spokesperson said in a statement.

“He should not drag the President into our perceived wrangles because that is tantamount to lack of respect for the Presidency.”

The company spokesperson said it was unfortunate for Bishop Mambo to allege that President Lungu and his Government had no interest in the workers at ZPC when the issue of legitimate ownership was between the two parties.

He said ZPC management upheld strong work ethics and culture and would continue to undertake routine disciplinary processes and formal security checks, like at any company, which should not be interpreted as racism and an insult to the workers.

The spokesperson said ZPC management was perturbed by the misrepresentation of facts by Bishop Mambo who wanted to wage war against the legitimate owners of the cement company in his desperate antics of wanting to help Dr Mahtani to shift attention from real issues surrounding the company.

“We dare Bishop Mambo to come out clean on the issue of ZPC rather than fabricate stories on the operations and legal status of our cement company and misleading the general public with his concocted statements,” he said.

The spokesperson reiterated ZPC’s earlier statement in which it assured customers and the general public of prompt product and service delivery as they are in control of the repossessed assets and ignore Dr Mahtani’s purported ownership of ZPC.

He said it was outlandish for Bishop Mambo to brand ZPC managing director Mr Antonio Ventriglia as a racist when he had stayed in Zambia for more than 58 years during which period he had lived and worked with people of different races without such insults being hurled at him.

The spokesperson further said Bishop Mambo’s biased remarks regarding the deportation of Mr Ventriglia and other directors were meant to mislead the public on the residence status of the Ventriglias.

He, however, said that management was fully aware that the deportation was instigated by Dr Mahtani in order for him to have a free hand on the operations of ZPC.

“We followed laid-down legal processes to challenge the action and the courts ruled that there was no material evidence for the deportation of the founding directors. We would like to remind Bishop Mambo that, following our decision to challenge the deportation, the Lusaka High Court recently ruled that the rightful owners of the cement firm are the Ventriglia family. In case he is not also aware, the court also quashed the deportation order of 2012,” he said.

He added that it was a known fact that the claim by Dr Mahtani of 58 per cent ownership of ZPC through Finsbury Investment was fraudulent, illegal and forgery which they would not accept.

“For about seven years, no original transfer share documents have been submitted to the Patents and Companies Registration Agency (PACRA), a situation which raises a lot of dust. We pride ourselves in credible business undertakings and we shall always endeavour to follow the legal systems in an event of underhand methods being engaged by the likes of Dr Mahtani,” the spokesperson said.

On Friday police summoned Dr Mahtani for questioning.

Police spokesperson Charity Chanda, who did not disclose reasons for Dr Mahatani’s summoning, said details would be known when he appears before police in two weeks time.

NIGERIA: UNICEM’s N93 billion project to be ready soon

UNITED Cement Company of Nigeria (UNICEM) N93 billion second cement plant evacuation road projects in Cross River State to be ready soon.

Conducting some newsmen on a facility tour of the projects in Mfamosing and Odukpani, at the weekend, the Managing Director of UNICEM, Olivier Lenoir said, already work on the two projects have reached over 50 and 70 per cent completion.

He said: “As you may have seen from the Presentation earlier, this project will at peak employ a total manpower of 1915. At this moment the manpower working in the project is 1290. The operations will determine what the manpower need will be when we handover the project while the road project has created 380 indirect jobs to local artisans.”

He explained that “in Line with the Federal Government incentives for Cement Industries, the shareholders and Board of UniCem had taken the initiative to support the Federal Government by investing in the economy by constructing an additional 2.5mt Plant, thereby increasing our capacity to 5.0 metric tonne per annum, create wealth, contribute to economic Development and Nigeria’s self-sufficiency in cement production”.

On the 20 kilometers concrete and asphalt road, comprising 88 culverts and 2 bridges, Lenoir said has gone a long way diversely to enhance the economic fortunes of the locals and will showcase the use of cement in road construction.

The company’s Corporate Affairs Director, Ayi Ita, stated that the project has opened access to communities which hitherto never had road before the evacuation road project.

He disclosed that that the company had through the State government compensated all the communities affected by the road project and the locals are in charge of the sea sand used for construction of the road.

The company’s Project Manager, Mark Aibangbee, reiterated its commitment to ensure the road construction meets international standard.

INDONESIA: Indocement disburses almost all profits as dividends

Publicly listed Indocement Tunggal Prakarsa has secured shareholder approval to pay almost all of the company’s last year profits as dividends.

During an annual shareholders meeting in Jakarta on Wednesday, the shareholders approved the company’s proposal to pay dividends of about Rp 4.96 trillion (US$381.9 million) or Rp 1,350 per share, about 94 percent of the profits recorded in 2014.

Indocement booked Rp 5.27 trillion in profits in 2014, a 5.2 percent increase from Rp 5.01 trillion in 2013. During 2014, the company’s net revenues totaled Rp 19.99 trillion last year, an increase from Rp 18.69 trillion in 2013. 

Speaking after the meeting, president director Christian Kartawijaya said net revenues had dropped nearly 4 percent in the first quarter due to a decline in demand. He hoped sales would increase in the second quarter during which the government was expected to begin major infrastructure projects.

During the first quarter, the company’s net revenues fell by 3.8 percent to Rp 4.32 trillion from Rp 4.49 trillion in the same period last year.

“The recent cement-price cut by the government affected our business, but it was not so bad because we were also able to cut costs,” Christian said.

President Joko “Jokowi” Widodo instructed in January state-run Semen Indonesia to lower the price of cement by Rp 3,000 per sack, a move that led to private cement firms lowering their selling prices too to keep up with competition.

Indocement lowered its average cement prices by 4 percent, from Rp 72,000 ($5.8) per sack to Rp 69,000.

However, the second-largest cement firm after Semen Indonesia has also reduced its operational costs, including energy costs as well as distribution and logistics costs to compensate the fall in prices.

“We sell more to the market near the factories to lower distribution and logistics costs,” Christian said.

According to data from the firm, domestic cement consumption grew by only 3.3 percent in 2014, slower than the 5.5 percent growth seen in the previous year, as the election year led to the postponement of a number of projects. Christian predicted that the number would grow to 3.5 percent until the end of the second quarter.

As Indonesia has been experiencing cement oversupply since last year, Indocement, part of the German-based multinational building materials company HeidelbergCement, predicted that last year’s oversupply of 7 million tons would rise to 15 million tons this year.

Cement makers faced the rainy season in the first quarter as well as the fasting month of Ramadhan and Idul Fitri holiday in the second quarter, which lead to lower demand, according to Christian.

“The demand slowdown will continue until the end of the second quarter if the government does not begin the large-scale infrastructure projects,” the president director said.

The Indonesia Cement Association (ASI) predicted that cement industries would see an increase of 6 percent this year due to the government’s large-scale projects, including new toll roads, railways, deep seaports, water dam and MRT.

The cut in prices and low demand have affected most Indonesian cement producers, including Holcim Indonesia, which planned to lay off hundreds of its workers due to surging operating costs.

Indocement has allocated this year around Rp 4.5 trillion in capital expenditure (capex), higher than last year’s Rp 3.9 trillion. The capex will be used to finish its new plant project in Pati, Central Java, known as the P14 project, worth Rp 2 trillion, while the rest would be invested in its gas turbine projects.

Christian said the new plant in Pati would start operating in the fourth quarter and was expected to have total production capacity of 4.4 million tons per year, boosting the firm’s annual capacity up to 25 million tons.

CAMEROON: Un quatrième opérateur dans le Ciment dans un mois

Le groupe turc Medcem Cameroon a achevé son usine à Douala. Ses produits sont annoncés sur le marché local dès juin 2015.

L’information a été divulguée en début de semaine dernière par l’ambassadeur de la République de Turquie au Cameroun. « Dès le mois de juin prochain, il y aura du ciment turc sur le marché camerounais.

Tout est prêt pour que la commercialisation de ce produit fabriqué localement se fasse enfin », s’est ainsi réjoui Omer Faruk Dogan. Selon lui, « cette cimenterie est la preuve qu’il n’est pas seulement question pour les investisseurs turcs de venir vendre au Cameroun. L’ambition turque est aussi de s’installer pour contribuer au développement du pays».

Il y aura donc du ciment turc dans nos commerces dès juin prochain. Toute chose qui marquera l’entrée d’un quatrième opérateur sur le marché local. Et l’on se souvient alors que le 9 septembre 2014, le directeur général de la société turque Eren Holdings, Abut Ozsezikli était à Yaoundé pour la signature d’une convention d’investissements avec le gouvernement camerounais. L’un de ses premiers projets portait, en effet, sur la construction d’une cimenterie à Douala, à travers sa filiale locale, Medcem Cameroon. Cette usine bénéficie ainsi des exonérations en phase d’installation et d’exploitation, telles que prévues par la loi du 18 avril 2013 portant incitations à l’investissement privé au Cameroun.

Ozbey, directeur du projet, joint au téléphone par CT. L’entreprise entend investir 13 milliards de F dans cette cimenterie et générer 200 emplois directs. Pour un départ, cette unité de production aura une capacité de 600 000 tonnes l’an. Medcem Cameroon trouvera sur le marché camerounais du ciment du groupe français Lafarge, qui produit actuellement 1,6 million de tonnes à travers Cimencam, sa filiale locale ; le marocain Addoha, qui opère dans le pays sous la marque Cimaf et produit 500 000 tonnes ; et le groupe nigérian Dangoté, à peine deux mois de production, avec également 500 000 tonnes.

La demande nationale en ciment est actuellement estimée à 2,8 millions de tonnes par an. Avec le nouvel opérateur, on devrait largement dépasser les besoins, sans cesse croissants, dopés par les multiples projets d’infrastructures lancés à travers le pays. Selon notre source, le choix d’investir dans le ciment au Cameroun procède du fait que le coût de la tonne est plus rentable. « En Turquie, la tonne de ciment vaut 70 dollars, soit environ 35 000 F alors qu’ici au Cameroun, elle est de 180 dollars, près de 90 000 F, soit trois fois plus que chez nous. En plus d’apporter notre savoir-faire et participer à la baisse de ce produit au Cameroun, nous avons une bonne marge bénéficiaire », avoue Taha A. Ozbey.

BRAZIL: Vendas da Votorantim Cimentos recuam 4,5% no 1º trimestre

Cimenteira é afetada pela paralisação de obras de infraestrutura e pela desaceleração do mercado imobiliário

A Votorantim Cimentos registrou queda de 4,5% nas vendas no primeiro trimestre, reflexo da desaceleração da economia, que afetou o mercado imobiliário e estancou as obras de infraestrutura. As perspectivas para o ano de 2015 não são nada animadoras para o setor. Walter Dissinger, presidente da maior cimenteira do País, prevê recuo nas vendas totais em linha com o comportamento dos primeiros três meses no fechamento do ano.

Com um mercado estimado em cerca de 70 milhões de toneladas anuais, 75% do consumo de cimento do País vai para o setor de edificações e outros 25% para infraestrutura. A Votorantim responde por um terço da produção nacional.

Apesar de o movimento de desaceleração do mercado, o executivo não prevê mudanças nos planos de expansão do grupo dentro e fora do País. A expectativa é manter os aportes em 2015 em R$ 1,4 bilhão. Entre este ano e 2018, a companhia vai investir R$ 5 bilhões, que serão direcionados a cinco fábricas no Brasil, uma na Turquia e uma na Bolívia. Depois de expandir nas regiões Sul e Sudeste nos últimos anos, Norte e Nordeste serão o novo vetor de investimentos do grupo.

Nem mesmo a decisão do Conselho Administrativo de Defesa Econômica (Cade), que condenou o grupo, junto com outras cimenteiras, de formação de cartel, deve afetar os planos da companhia. Dissinger afirmou que o grupo, multado em R$ 1,6 bilhão, “discorda da decisão do órgão antitruste”.

A paralisação dos projetos de infraestrutura, sobretudo neste ano, após os escândalos na Lava Jato, operação que investiga esquema de corrupção na Petrobrás, prejudica ainda mais o setor de cimentos. “Grandes obras estão com o cronograma de licitações atrasado, como o da usina hidrelétrica de Tapajós, a expansão do Rodoanel e a rodovia BR-153. Se os projetos de infraestrutura fossem retomados, as indústrias não sentiriam tanto”, afirmou o executivo.

Para atravessar esse momento de crise, a cimenteira está focada em um programa de redução de custos, com aumento de produtividade. No Brasil, são cerca de 60 unidades de cimento e 100 centrais de concreto. A companhia tem operado com 82% da capacidade nas unidades no País. A meta é encerrar 2015 com uma redução de 5% dos custos fixos. A empresa não prevê queda do faturamento, uma vez que está reajustando os preços de seus produtos.

A companhia também adotou novo modelo comercial de negócios, realinhando a empresa em quatro segmentos -autoconstrução/varejo, imobiliária, industrial e infraestrutura, para dar maior agilidade à operação. Com 16 mil trabalhadores no mundo, o grupo emprega no Brasil 9 mil funcionários. No ano passado, cerca de 600 postos foram cortados por causa das dificuldades atuais.

Captação. Em maio, a companhia concluiu captação de € 500 milhões no mercado europeu, a primeira operação de emissão de dívida de empresa brasileira depois dos problemas envolvendo a Petrobrás, que atrasou a divulgação de seu balanço.

SOUTH AFRICA: PPC welcomes imposition of anti-dumping duties on Portland cement

PPC, SA’s premier listed cement maker, says it welcomes the imposition of provisional anti-dumping duties on Portland cement.

This follows the International Trade Administration Commission of South Africa’s (Itac’s) investigation into dumping of cement from Pakistan. PPC says there were more than 1-million tonnes of dumped cement imports from Pakistan in 2014.

In terms of the preliminary determination, provisional anti-dumping duties of between 14.29% and 77.15% have been imposed on Pakistani cement imports up to and including November 13.

Reuters said that PPC shares made their biggest intraday gain in more than six years in JSE trade on Friday, jumping more than 8%. At 3.08pm they were trading at R18.

"We are very pleased with the imposition of dumping duties on cement products from Pakistan," PPC CEO Darryll Castle said on Friday.

"We believe that strong local competition exists, supporting fair industry pricing, quality products and job creation on a sustainable basis," he said.

He also said PPC and other industry players had engaged with the Department of Trade and Industry and other stakeholders regarding this "unfair practice".

He said dumping caused significant "injury to the local cement manufacturing industry, including job losses and underutilisation of production capacity, especially in coastal areas".

As part of their application to Itac, local cement producers representing the industry in the Southern African Customs Union (Sacu) said on Friday that there was a more than 80% increase in volume of dumped imports from Pakistan between 2010 and 2014.

They said cement was being dumped in Sacu at about 48% less than the ex-factory selling price in Pakistan. Also, that Pakistan cement manufacturers enjoyed structured tax benefits and subsidies.

"Such growth has been at the expense of Sacu producers’ sales volumes over the same period," the producers said.

"In 2014, dumped Pakistani imports accounted for more than 98% of all cement imports."

Echoing PPC, they also said that "significant injury has been caused to the cement manufacturing industry in Sacu, including job losses, underutilisation of production capacity and reduced return on assets employed".

Despacho nacional de cemento cayó 3.1% en abril por ruido político y factores climatológicos / La Gestion / La Asocem indicó que el bajo gasto de gobierno y los factores climatológicos, que están afectando la construcción, son shocks estacionales y se espera que se disipen para finales del segundo trimestre.

Tweet Enviar El despacho nacional disminuyó 3.1% en abril del 2015, con relación a similar mes del año pasado, al registrarse 800 toneladas de cemento, lo que significó 26,000 toneladas menos que en abril 2014, informó hoy la Asociación de Productores de Cemento ( Asocem ).

El mercado de cemento decreció en abril después de haber dado señales de recuperación en marzo. Esta es la cuarta cifra negativa consecutiva en lo que va del año, indicó el gremio.

Mientras que la producción de cemento cayó 8.3% mientras que el despacho total, 1.7 %. La producción fue de 773,000 toneladas cemento a nivel nacional, 70,000 toneladas menos que en abril 2014.

La Asocem explicó que esto se debe, a groso modo, a factores internos como el ruido político y la baja capacidad de gasto de los gobiernos sub nacionales; factores climatológicos y presiones externas.

Precisó que según el Centro de Predicciones Climáticas y el Instituto Internacional de Investigación para el Clima y la Sociedad indicaron en el informe El Niño/Oscilación del Sur ( ENSO por sus siglas en ingles) que la temperatura de la superficie del mar, en América del Sur, continúa presentando anomalías al alza.

Las condiciones de Niño se mantienen, con fecha 9 de mayo. Esto incrementa la intensidad y el número de lluvias por lo tanto las condiciones climatológicas seguirían poco favorables para la construcción, agregó.

Por otro lado, la Asocem manifestó que el gasto público muestra signos de recuperación. El gobierno nacional incrementó el gasto en 26% y los gobiernos regionales, 42%.

Para la Asocem esta es una cifra engañosa pues en abril de 2014 se realizó un ajuste por S/. 82.7 millones en el gobierno regional de Pasco, en el programa nacional de saneamiento urbano. 

Este ajuste ocasionó que el gasto del gobierno nacional de Pasco sea S/. −76.7 millones (cifra negativa). Los gobiernos locales disminuyeron el gasto en 34% con respecto a abril 2014.

La ejecución del gasto total representa 18% del presupuesto. Seis puntos porcentuales más que hasta marzo 2014, pero se debe considerar que el presupuesto institucional modificado del gobierno nacional se redujo entre marzo y abril 2015 por S/. 107 millones.

La Asocem afirmó que la caída de producción de cemento se debe principalmente al uso de inventarios por parte de las empresas. Estas han acumulado stock de cemento y han decidido reducir su producción como mecanismo de defensa. 

Inversión Por otro lado, la inversión privada continúa débil. Las importaciones de bienes de capital han caído 9% entre el primer trimestre de 2015 y el mismo periodo de 2014.

La Asocem dijo que, a pesar de todo, el bajo gasto de gobierno, que ya muestra signos de recuperación, y los factores climatológicos son shocks estacionales y se espera que se disipen para finales del segundo trimestre.

Finalmente, señaló que el Ministerio de Transportes y Comunicaciones ( MTC ) dio a conocer sus metas al 2016. Entre ellas, asfaltar el 85% de la Red Vial Nacional ( RVN ), y la construcción de la Red Metro de Lima, cuyos proyectos principales son la construcción de la Línea 2 del Metro y el tramo de la Línea 4. 

De cumplirse estos objetivos se observaría una notoria mejora en el consumo y producción de cemento, incrementando la competitividad de este mercado y mejorando la logística en el Perú, concluyó el gremio.

PAKISTAN: Dumping duty on Iranian cement sought

The All-Pakistan Cement Manufacturers Association (APCMA) has urged the government to either place Iranian cement in the negative list or clamp dumping charges to help the local industry regain its share.

Cement smuggling from Iran in Balochistan is causing substantial loss to the national exchequer. “The government has to take immediate steps to curb this menace,” said a spokesman for APCMA in a statement.

The average imports of Iranian cement into Balochistan from March 15 to April 16 stood at around 500-600 tonnes daily.

He said misdeclaration is rampant which is putting local industry in a difficult situation, whereby it pays taxes and duties under third schedule in strict compliance of rules and regulations while the imported and smuggled cement enjoys huge advantage.
Industry wants placement of cement in negative list

Two road trailers entered Pakistan via Taftan border on April 16, and while they were carrying 105 and 52 tonnes of cement, the tax was paid on 90 and 45 tonnes only, he said.

All this was being done with the collusion of dealers by the Customs department officials and transporters. The import quantity on the customs’ Goods Declaration Form was understated as well, he added.

On the contrary, the local industry pays approximately Rs2,000 per tonne to national exchequer in the form of excise duty and sales tax.

The illegal import of cement from Iran is detrimental to cement sector of the country and has further raised concerns of cement industry, as on one hand the idle capacity is increasing due to foreign imports and on the other, the prices in different markets are being badly affected due to tax evasions and misdeclarations, he said.

PHILIPPINES: Aboitiz acquiring Lafarge's cement plants

Aboitiz Equity Ventures Inc said it plans to partner with Irish building supplies group CRH Plc to buy the Philippines cement business of France's Lafarge, seeking to diversify into infrastructure.

Aboitiz, a large Philippines' conglomerate with interests in power generation and banking, said the potential acquisition would involve four cement manufacturing plants on the main island of Luzon, a plant in central Cebu province and limestone quarries.

Financial terms were not disclosed.

"Venturing into infrastructure meets our growth criteria," Aboitiz Equity CEO Erramon Aboitiz said in a statement.

"We are very optimistic of the potential gains this new core business will bring to the group amid the huge demand for infrastructure in the Philippines."

Lafarge and Switzerland's Holcim Ltd are disposing of assets to win regulatory approval for their planned merger to create the world's biggest cement firm.

A deal would be subject to the completion of the merger and approval by the boards of both Aboitiz and CRH, the Philippine company said.

EU antitrust regulators last month cleared CRH's planned 6.5 billion euro ($7.4 billion) purchase of a number of mostly European assets from Lafarge and Holcim.

IRELAND: Irish Cement raided in competition investigation

A competition investigation launched last week with a raid on the offices of CRH subsidiary Irish Cement is looking for evidence it is abusing a dominant position in the market.

Gardaí and officials from the Competition and Consumer Protection Commission (CCPC) raided Irish Cement’s offices last week in an investigation into the €50 million bagged-cement industry.

It is understood the inquiry is focused on charges of abuse of a dominant position, which is an offence under both Irish and European law.

The offence involves a business using a powerful position in a particular market to force out rivals or put them out of business. It often involves predatory pricing, that is cutting charges for products or services to a point where others cannot compete.

Irish Cement is one of the largest players in the market. It is part of Ireland’s biggest company, the €20 billion international building materials group, CRH, which has operations in Europe, the US and Asia.

In a statement, CCPC chairwoman Isolde Goggin said last week’s searches were part of an ongoing investigation that was expected to take some time, and therefore the commission was not in a position to provide any further details.

Irish Cement confirmed the raid in a statement. “Irish Cement fully facilitated the inspection and is continuing to co-operate with CCPC. Inspections regarding competition policies, procedures and practices are an accepted part of the business environment around the world,” it said.

The company added that it operated to the highest standard and was confident that it had no issues in relation to competition.

Conor O Riain, chief executive of another producer, Ecocem, said his business would co-operate with any CCPC inquiry, although he added the commission had not approached it or contacted it.

USA: Mitsubishi Cement Corp. expanding Long Beach operations

With the economy improving, demand for cement is on the rise.

In order to meet new demand for the construction material, companies are increasingly turning to imports in the wake of environmental regulations that make it expensive to produce in Southern California.

Mitsubishi Cement Corp. is on the way to reopening and expanding a terminal at the Port of Long Beach that will allow for increased supplies of imported cement. The harbor commission, which oversees operations at the port, certified the company’s environmental impact report this week, a significant step in the process.

Executives at the Henderson, Nev.-based company believe the demand for cement will no longer be satisfied with domestic supplies.

“Our plant and the other plants in Southern California are sold out and demand keeps rising,” Mitsubishi Cement Corp. vice president Bud Biggs said in an interview.

The company produces nearly 1.7 million tons of cement annually at its plant near the community of Lucerne Valley in the San Bernardino County desert.

Southern California’s demand for the raw material used in construction may exceed available domestic supplies sometime in 2016, according to forecasts from the Portland Cement Association, a trade group. Southern California’s consumption of cement increased by 8 percent from 2013 to 2014, data from the group shows.

Perhaps more relevant to Mitsubishi Cement Corp.’s plans, the trade group also expects imports to rise sharply in 2017. The Portland Cement Association expects imported supplies to increase at a moderate 4 percent and 5 percent this year and the next before jumping to a rate of nearly 37 percent in 2017.

Biggs said California cement producers’ abilities to meet expected increases in demand for raw materials are constrained by a state law that created a cap-and-trade program designed to limit greenhouse gas emissions resulting fromindustrial processes that include cement production or refining. Essentially, the law imposes an emissions “cap” on firms that can “trade” for credits that must be paid for in order to produce emissions that exceed the state’s allowances.

The California Air Resources Board has said the law is intended to create a financial incentive for firms to seek cleaner technologies.

Biggs, however, said it has effectively made it too expensive for cement companies to build new production facilities.

“It won’t get cheaper, let’s put it that way,” he said.

Mitsubishi Cement Corp. has not imported supplies at its Long Beach terminal since 2010, when shipments stopped as a result of the past economic downturn, according to port documents.

The approved environmental impact report lays out the company’s construction plans as well as the measures it must commit to in order to limit pollution locally.

As outlined in the report, Mitsubishi Cement Corp.’s plans call for upgrading its facilities to be able to load and unload ships and add capacity, enabling the company to build four new storage silos on dockside property that was previously the site of a banana warehousing operation.

If the company’s construction plans are completed as designed, Mitsubishi Cement Corp.’s footprint at the port would grow from a little more than 4 acres to nearly 6 acres. The company would also be able to unload shipments during construction, which may begin during the latter part of this year.

REMAINING ISSUES

Air-quality issues remain a concern. Mitsubishi’s plans call for dockside ships to limit their emissions by plugging in to shore-based power systems instead of burning their own generators, a process known as “cold ironing” in shipping industry jargon. Otherwise, Mitsubishi would install emissions-control equipment designed to reduce emissions.

During last week’s meeting, Angelo Logan of East Yard Communities for Environmental Justice spoke against the project, saying emissions levels contemplated in the environmental report would be greater than what people living in neighborhoods near the port should accept. He said in an interview the report should have paid particular attention to environmental justice issues, or how emissions may affect disadvantaged communities living near the ports.

Mitsubishi Cement Corp. may still have more work to do before construction can begin. The firm has to receive permission from the Southern California Air Quality Management District for its plans.

Harbor Commissioner Rich Dines also won the panel’s approval for a follow-up measure requiring that lease negotiations include a discussion of whether Mitsubishi can use better emissions control technology than what they have planned.

Port officials are planning to review the technology after five years.

If approvals are obtained, construction of the expanded terminal may begin in the late part of this year or early 2016.
