Mike Giles, with the North Carolina Coastal Federation, tells WECT News that tomorrow, the state of North Carolina will issue a public notice for the intent to issue a draft Air Quality permit for Titan Cement.
Giles said the word came today from Governor Bev Perdue's office.
The permit is required for operation.
Giles said this move will prompt the public hearing process.
Generally, the public comment process on such permits lasts 30 days.
However, the Coastal Federation is asking the governor to extend that public comment period to 60 days, due to the controversy surrounding the plans for the factory.
Titan America proposed to build a cement plant in Castle Hayne in 2008. It's been a contentious issue since then.
Supporters say the plant would boost the economy and provide dozens of local residents with high-paying jobs.
Opponents say the plant will threaten the area's vulnerable environment by polluting the air and producing mercury.
Following the public comment period, the Division of Air Quality will decide if it will issue a Air Quality permit.
